How Targeted Reinsurance Can Save Obamacare

The main complaint about Obamacare is that there are not enough incentives for insurers to cover low-income, high-risk folks.  Alaska has figured out a  deal with this — divert sufficient state funds to re-insure insurers for those types of claims. In other words, give insurers a way to lower the high costs of certain types of claims.

It works.
